Bid Information:
Bids shall be submitted on a Lump Sum basis, with the individual buildings then broken out, in strict accordance with this Inquiry, the Instructions to Bidders, and the other Bid Documents contained or referenced herein.
- 1. The city requests firms to submit offers (quotations) attached for the project services described in the following Scope of Work.
- 2. Firms invited to submit offers (quotations) are under no obligation to do so. Offerors will not be reimbursed for any costs incurred in connection with the preparation and submission of their offers.
- 3. A complete copy of the offer (quotation) must be received by the city not later than January 29, 2025, at 3:00 pm (MST)
- 4. Any technical or bidding questions may be addressed to Public Works Director, Casey Mordhorst, no later than January 20, 2025. All questions and answers will be distributed equally amongst the bidders to ensure fair and competitive bidding.
- 5. Each quotation must list subcontractor’s date of availability to start the project.
- 6. An offer (quotation) may be modified at any time prior to the deadline for the submission of offers (quotations). Written notice of the modification, together with the full details thereof, must be received by the city at the address or fax number given above before such deadline. An offer may be withdrawn at any time before acceptance by Jacobs. Acceptance of the offer (quotation) will be effective upon dispatch. However, withdrawal of the offer (quotation) will not be effective until received by Jacobs in writing. Janitorial Subcontract: 01-2025-01 City of Ontario, Oregon Page 2 of 9
- 7. An award may be made to the responsible offeror whose offer is most advantageous to the city considering the following evaluation factors: a. Meets specifications as outlined in the Technical Specifications; b. Meets project timelines; c. Price; and d. Experience / references.
- 8. A "responsible" offeror is one that has the technical expertise, management capability, workload capacity, health and safety program, and financial resources needed to perform the contract.
- 9. The city may conduct negotiations with the highest ranked offeror or with all offerors determined to be within the competitive range. Jacobs reserves the right, however, to make an award based solely on original offers without conducting negotiations, if the city determines that doing so is in its best interests. Jacobs further reserves the right to reject all offers and make no award with respect to any or all of the items.
- 10. The City of Ontario will perform background checks on the employees of the winning bidder because City Hall, including the police department (which is on the Scope of Work for cleaning) is requiring the background checks. The background checks will take place and be approved before the start of the contract work.
- 11. Companies based out of other states will have to have or obtain an Oregon contractor's license to perform the job.
