Budget Committee Wraps Up 3 Day Discussion

The City of Ontario Budget Committee wrapped up three days of difficult deliberations on the Fiscal Year 2018-2019 budget which will begin on July 1, 2018. The committee passed a budget for Fiscal Year 2018-2019 that would not be contingent on a sales tax. The budget committee approved budget cuts of one firefighter, one police officer, the code enforcement division, and the recreation department after 6 months.

Additional cuts were made to bus service funding to Snake River Transit Authority, services for the homeless, street maintenance, curb and gutter maintenance, and maintenance of parks and cemeteries.

The budget committee approved budget, balances projected revenues with projected expenses for the next year without dependence on year end savings or previous fund balances above the emergency fund balance level. Year-end savings from Fiscal 2017 of $438,700 and fund balance above the emergency level of $709,445 for a total contribution to a PERS side account of $1,148,145. It is expected that this contribution will be matched by the State of Oregon 25% matching program to realize a total pay down of the $10.9 million obligation of $1,435,181. This will help to stabilize rate increases in the years to come.

The Fiscal Year 2018-2019 also includes a $5 per month Public Safety Fee attached to utility accounts to retain two police officer positions.

The budget committee approved continued funding for the recreation department for 6 months. A member of the public committed to put a ballot initiative together for the November election to create a voter approved recreation district.

The budget committee agreed to meet again if the sales tax referendum passes to reinstate eliminated positions, eliminate utility bill fees for public safety ($5.00) and street maintenance ($8.00), and approve additional funding for public safety personnel, street funding, the aquatic center and other additions.
